Following the devastating floods in Libya, ICF, with financial support from action medeor, has successfully implemented the Project for Restoring the Functionality of Umm Al Rizam General Hospital and Strengthening Healthcare Service Capacity.
Within the scope of the project, the hospital building, of which only the shell construction had been completed, was transformed into a turnkey, functional health facility ready for healthcare service delivery through comprehensive structural, architectural, electrical and mechanical works.
The functional areas required by the hospital were completed, the related infrastructure and technical systems were installed, and the testing and commissioning processes were successfully concluded.
Construction activities were carried out in coordination with local contractors and independent technical supervision teams. ICF managed the procurement, implementation coordination, site supervision, quality control and reporting processes.
Despite Libya’s challenging operational conditions, the project was completed in line with the planned timeline. Throughout implementation, ICF worked in close cooperation with the Libyan Ministry of Health, the University of Benghazi, local public institutions, the hospital management, contractors and technical consultants.
The Libyan Ministry of Health provided technical input to the hospital’s needs assessment and to the development of its health infrastructure in line with national standards.
As a result of the project, a hospital building that was previously unsuitable for healthcare service delivery has been transformed into a functional health facility through the completion of the necessary construction and technical infrastructure works.
